A new episode of the Twilight Zone...

"Hey mooom,my tail is ALIVE!!!"
HA! That's funny! I've been known to tell people that the reason cat's tails move like they do, even when the cat's asleep, is because they have a small, auxiliary brain located at the base of the tail that works independently of their main brain. You'd be amazed at how many people I can get to believe that - as long as I can keep a straight face! From the looks of your photo . . . proof, maybe?
