Just because a person allows their cat outdoors does not automatically lump them into the group of irresponsible owners. That is like saying anyone who would ever allow their dog offleash is irresponsible. It simply isn't true.
You'll have your bad owners that allow their cats to be reckless, and then you have the responsible owners that have s/n cats that are well cared for, but just simply allowed to go outdoors certain times of the day, rather than being imprisoned.

If someone allows their dogs off leash in an area where it is against the law, or on other peoples' property unless they have their express permission, then it *is* irresponsible.
Likewise, if someone allows their cat to roam where it is against the law, or on property that they do not have *express* permission for the cat to be using (the property owner failing to complain does not count as permission), then that person is acting irresponsibly, failing to be courteous to those around them, and putting their beloved pet at considerable risk.
I'm not sure why this concept is so difficult.
