it's an attempt to communicate with people. Cats never meow at each other so they are not speaking to other cats, they are trying to tell us what they want
They are trying to interact with inferior life forms
If you think about it, since they don't meow to each other, but have a whole different set of vocalizations they use to communicate with other cats, you have to consider cats to be bi-lingual.

Mine meow when they want out the door, they want attention, to be held, to be helped up (Tom) to tell me they're going to be sick, to ask for food, to ask to be let in, ect. They have a whole vocabulary of meows, and I've learned most of it. I'm sure the vocabulary will expand and I'll have to work to catch up, though. Sometimes there's only a slight difference in tone or inflection, or a small sound added to the end, or a repeated meow to show the difference between my "commands." They have me well-trained.
