Who should I call about this?? Its sad

I think it's a little more than funky to have your dog chained to the lawn mower or one that lives in a big blue barrel that can be blown around, ESPECIALLY if that is the norm for them and they are PERMANENTLY tethered out there 
It's hard to say what physical shape the dogs are in from the pictures, but if they aren't walked, let off their chain, or fed regularly I would definitely call that abuse.
