I know, I know, I have made one of these before, but things have changed.

-Size wise, I need a smaller dog. 15-30 pounds at most.
-It would be cool if the dog only needs 90 minutes of exercise.
-The dog shouldn't shed too much, but grooming doesn't matter.
-I would prefer the dog is known to be "yappy".
-The dog should be biddable.
-The dog should be good with other dogs and animals.

If the dog doesn't fit some of these requirements but fits most of them, that's okay.

Those requirements are somewhat vague, so I think a lot of breeds will fit:

Smaller spaniels and spaniel mixes, particularly CKC, Tibetan spaniels, cocker spaniels
Havanese
Shih tzu
Maltese
Westies
Norfolk terriers
Border terriers
Mini dachshund - short and long coat shed heavier than wire, but not much hair comes off a dog that small - can have some prey drive
Beagles

Other breeds I thought of were chihuahuas and papillions, maybe Yorkies, but may need close monitoring with other dogs because of their size.

I find MAS an odd suggestion for someone who is looking for low shedding when that poster recently said she definitely wouldn't recommend them to someone looking for a dog with less coat due the excessive shedding her MAS does.

I don't consider them low shedding, but it's pretty average, so it depends on if by low shedding you just don't want an intense shedder, or are looking for a truly low-shedding, hair or wire coated dog

I can live with shedding, just not intense shedding.

True, but if a breed of dog fits every other aspect of their requirements, then sometimes I just throw a breed out there that might have one or two things that might not fit.

I would definitely stay away from the terriers, though. As the former (parents stole him lmao) owner of a terrier, and I have had experience with westies, and borders, as well as a few other breeds of terrier, and IME I wouldnt call them "wash and wear" dogs. A good terrier wont be okay with 90 min of exercise, they typically arent biddable, and they typically arent good with other dogs.
