Related Problem to the Agression Chewing Sprikler Lines

While my working with Blue has helped calm him we are not always around when this through the gate aggression between Blue and Kirky occurs. But this appears to be creating a secondary problem. One of out other dogs, Tux a male stray Black Irish Setter found as a puppy with broken legs and hip and nursed to heath ( now about 14 months old) has been coming around Blue when he is aggressive to Kirky. During this time Blue's aggression can turn on anyone or thing. Tux has been attacked by Blue during his aggression against Kirky. The result was found yesterday afternoon as adjacent to the entry gate were this occurs we have a rose garden where in we found the sprinkling lines destroyed. This part of our garden had just watered and Tux was wet, and paws muddy while the other dogs were clean and dry.
Tux as a puppy we found him eating some sprinkling lines when kept in a separate area during his health recovery. We found that chew toys and scolding helped. But that's more difficult now as the toys they have get taken around the property by one dog or another, the toys are not always near them and we believe this to be a reaction out of frustration with a Blue and his aggression at the gate and Blue's attacks against Tux.
To respond you need more information about Tux. He is friendly, but shy and always lays down on his back in submission to other dogs or people. He is gentle but hard to train for commands as sit, come, down and stay due to his submissive actions.
We will keep working with Blue but I am now looking for further suggestions on how (1) I can stop Blue's aggression against Tux or more importantly (2) how I can stop Tux from chewing sprinkling lines. Of course the obvious will not work, coating the lines with pepper or cider.
