I agree. Based on those stats that just tells you how many irresponsible people there is out there. We should have some kind of law.

I agree....those stats are basically correct within my 35 years of GOOD breeding. I've had families who would wait 2 years to get one of my pups...then give them away for some reason or another .... I had 2 that ran from their owners and were hit by a car...one was choked in his cage.... one that was crushed in whelping pen inspite of the puppy rail....one that I had to put to sleep as it wouldn't eat .....one had a bad bite.....All this inspite of health checks , plus all the other tests. If I, a very concerned and caucious breeder had this.....think of the BYB !!
