Does the diarrhea have streaks of blood, or is the whole thing a reddish brown? And does it smelly distinctly bloody?

I would most likely be getting a second opinion.

Was a fecal test done to check for parasites? Did they rule out parvo at all?

If she isn't eating or drinking and is having bloody stools and diarrhea, that is SERIOUS in a little puppy. She could loose strength quickly and get dehydrated quickly. I would be taking her to a different vet ASAP and getting a second opinion. She may need to be on IV fluids.
