It's decent and a very feature-rich point and shoot. The P90 has been Nikon's best point and shoot for sometime and now has been replaced with the P100. It does 1080p and has lots of bells and whistles, but is a "super-zoom" point-and-shoot so probably has less-than-stellar photo quality for the price.

If you're looking to spend $400 I'd look into getting an older DSLR and a cheap kit lens or two. Not as many bells-and-whistles, but much better customization of your shots and photo quality. You can pick up a used D70 and 18-70 for $400 easily.

Yep you can probably get a Nikon DSLR for about the same amount of money (or maybe just a tad more) :D
