Need some advice regarding impulse control.

    At least, that's what I think this new problem comes down to.

    Cali is good about ignoring barking dogs and walking past dogs/people while on walks or out and about... however, she's starting to become somewhat reactive if people or dogs suddenly come into view. I'm not sure if reactive is the word since she isn't aggressive at all, just very excited and desperate. She has started to do almost a yowling (for lack of a better word) noise that is pretty high pitched. It's embarrassing to say the least and although I try to redirect it with a sit, she'll lose her focus and start all over again.

    I'm not sure if they startle her, but she only ever reacts that way if they suddenly appear and we're relatively close. She's quiet in public aside from these episodes, which luckily, do not happen often.

    So, I'm wondering if anyone can provide me with any advice on how to work with this issue before it becomes completely out of control.
