It really depends on what you want to do with your dog, did she want to do showing with it? Or is this mainly for a "pleasure dog"..?? That will make a huge difference in the questions you are asking.
What your friend should do first is MAKE SURE THAT BREED IS FOR HER!! SOo many people go into looking for small breeds like that without realizing their personality traits, what their needs are etc. Poms are high energy dogs, that can be very yippy(as most small dogs I find).

Also the Pomaranian is in the "toy" group and the Yorki is in the "terrier" group. They are completely different in habits as well. The grooming is completely different as well.
Also, if I'm not mistaken, the Yorki needs to be kept clipped a bit, where as the pom doesn't need.
If she looking for it to show, i'd defiantely ask the breeder for some references, perhaps a showing background of some sort, see what titles the bitch and dog have under their belt. Try and go and visit the bitch or dog a few times before deciding, as personality (like it or not) will be passed down generation.
When you go and meet the breeder, take a REALLY good look at what the dogs living conditions are, and the type of facility they have for the dogs!
