What age pups are you talking about ?? Most pups are practically housebroken by the time they go to their forever homes if bought from a good breeder. This starts at about 3 weeks of age with 1/2 of the whelping pen with soft bedding and 1/2 with paper. Slowly the paper is spred beyond the now "play pen " then by 7 weeks an area of paper is spred away from play, eating area. Much attention has to be spent to clean up wet or dirty papers as most pups don't like messes. Good luck !!
