The thing is, he won't be affected by most of the problems as he has the male, not the female. Cost etc won't be an issue for him.
The problem with breeding dogs without health testings (and that probably don't come from parents who had health testing done) is twofold.
First, for every puppy that gets a home, it's one less potential dog that is adopted from a shelter. Sure, lots of people would just get a puppy elsewhere, but even if one of the families would have considered a shelter dog instead, that's one more dog that is going to get killed. Then, you need to add the fact that without a spay/neuter contact, it's likely that one of the puppies will be used to breeding afterwards... So that's just more dogs that will be euthanized that could have been adopted in the end.
The second problem is that breeding like that often creates puppies that have lots of health problems, and who, if bred, will make more puppies with health problems. I can't imagine how painful it must be for a dog to be born with severe hip dysplasia or breathing problems.
