The laws there are probably "food, water and shelter" in which case legally nothing can be done. Somebody could offer the guy a bunch of money for the dog, or they could steal him.

I hate to think of what that dog's pads must be like after standing on wire for so many years.

ETA: I looked up the state laws, most of them have to do with livestock, and I didn't see any laws about how to confine your dog or anything. I tried looking up the county laws, but I couldn't find anything. Its too bad this dog isn't in New York City, the ASPCA would have definitely done something.

OMG, that is absolutely horrible. =( Her paws must be killing her... which is probably HELPING her arthritis, a bunch.

I would steal her. Bring wire-cutters and take her. I highly doubt that her owner cares enough to report it, even, or notice.

Oh my god now that is just sick Getting a dog especially a husky and locking it in a cage for 15 years not to be let out know thats just cruel. What the hell is wrong with people  That poor dog can only see things and will never trully now what the grass even felt like the pain that dog must be going through And she has nothing to even lie down on but wire thats just plain wrong. This person must have some issues.

I don't see food or water in any of those pics. :( Just a pile of frozen dog doo.

Seriously, what's the point? Why even have a dog if it's going to live in a rabbit hutch it's whole life?

I think Sweet is right - food water and shelter, if the dog has that then animal control usually won't step in. Maybe they could have been nailed on the water part of it in winter if it froze right away, but that won't help now.

Pepie has spent every day of the past nine years in this cage.

She is currently sixteen years old. She is a retired sled dog.
Her cage measures 10.5’ length x 3.0’ width x 3.5’ height.
Before this cage, she likely lived on a chain (as most sled dogs do).
This dog has never in her life been free.

Pepie’s cage and metal “house.â€

Pepie, pleading to be free.

Pepie’s overgrown nails, stained fur and an inflamed paw pad.

An obviously arthritic Pepie.

Pepie can’t even walk correctly due to her severe arthritis.
