I agree that at 9 months, these things need to stop. Remove ALL attention and playtime when she gets wild. When she's about to jump, (if you catch it before she does) ask for a sit. She can't sit and jump up at the same time. Reward heavily for good behavior and ignore completely unwanted behavior. Give no payoff for it. Only pat or talk to her when she sits or is acting calm on all fours. Teach her some manners, to sit and wait before food, treats, toys, going outside. Use positive methods so she's eager to comply. If she behaves she gets a yummy treat. If not, she gets nothing. Act calm yourself and confident. Do more obedience practice, a few times a day and show her that it's time to grow up and "work." There can be other times which YOU choose to play, but play will consist of a game of fetch or whatever kind of play YOU want. She doesn't get to make up the rules. More structure and some guidelines is what it sounds like she needs and beef up the exercise to tire her out a bit. Good luck.
