Cinnamon's Not Eating

Some back story:

Cinnamon is about a 9 year old (collie?) mix. We've had since she was 6-8 months old and she's been a pretty sturdy girl. She is my grandfather's dog, but I take care of the 'dog' stuff for him. We also live close (three houses down) so Gwen and Cinnamon visit each other a lot.

Recently she's stopped eating. About a month and a half ago she stopped eating for three days. My grandfather tried to feed her some boiled, plain chicken breast and she even turned THAT down. The next morning she threw up bile (I believe that's what it was. He said it was yellowish) so I took her to the vet. The vet did bloodwork, checked her over and said she was probably just holding out for the 'good' food.

Now I don't know this vet very well. They've been really nice but I've only been there 3 times, so I'm not sure how 'good' they are.

My dad just texted me that Cinnamon has stopped eating again and just threw up AGAIN. Now I am planning on doing some research and taking her to the vet, but since I'm on a dog forum.....

What do you think it could be? What can we do to help her/end this issue?

He doesn't feed her 'good' food and she's very over-weight. She has lost about 10 lbs since her visit before the emergency visit. We are happy she's losing weight, but we don't want her to starve herself!

I know my grandfather would pay anything to make sure Cinnamon is okay, but I don't want him to spend a ton of money on visiting the vet again if we're going to keep getting the same results.
