lol, I was the crazy dog person in my apartment. I'd go out to the tiny patch of grass in our complex and run weaves or jump sequences.
Lol that's what I did at the last place I lived, too xD

I used just thin wooden dowels stuck in the ground at one point, too. Cheap (about 40 cents each), not a problem if they get broken (duct tape!) and if you're worried about visibility, you can paint them blue or yellow (or use blue or yellow duct tape ;)).

I built weaver poles a pause box, and an agility jump using parts from FORMUFIT PVC Fittings, all out of PVC.

I'm afraid I dont have plans, as I did them in my head, but I followed the Rules and Regulations form the USDAA web site. It will tell you spacing, etc.

I didnt use the PVC that formufit.com sells, as it is a bit more pricey, I just used the PVC off the shelf from Home Depot.

What is the real harm of using 20 instead of 24 inch? Muscle memory issues?
