Bone/joint problem.. Hypertrophic Osteodystrophy in a small breed?

I have a 3 month old, small/medium sized mixed breed that I am fostering. When I got him, he was about 8 weeks old, very malnourished, full of mange and worms, and unhealthy. He's now much stronger, parasite free, is putting on weight and is doing well.

Today I noticed that he was walking a little strangely, but I couldn't put my finger on what could be wrong. I went out, and when I came back it was 100% worse, he had a noticeable limp and his front legs were extremely bowed out. He is now walking almost on the sides of his feet. I looked online and it looks a LOT like HOD, except I don't think he has a fever...

I don't know what this is, I'll get photos as soon as I can, but in the meantime, what causes HOD and how is it usually treated? I don't have a lot of treatment options here in Mexico, nor do I have the money as this is just a foster I picked up off the street...

He's currently eating royal canin starter puppy food, I'm slowly going to wean him onto adult food now that he's begun gaining weight... could the nutrient-rich starter food be the problem?
