Aggressive towards other dogs

Sorry that I have been silent...dsl was down and OMG my french is sooo bad so I had to speak to a German tech (who spoke in English) but the computer's instructions were in French wow anywho glad to hear about all the doggie training stuff. Thanks Emma for the kind words also. Snoop is doing well although he still has the moments of wanting to bark at some dogs. Will also try the total ignoring of negative moments. Quickly, have been rewarding non-barking or good social doggie behavior and ignoring the bad. I give Snoop the oportunity to behave if he sees another dog I tell him it is fine and if the other owner is up for a small visit things usually go well. If the other dog owner is not keen Snoop and I go in another direction at this point he will either bark or just give it up. I have noticed that if the other owner pulls their dog away Snoop will bark. This is the ony issue we have with Snoop. Any suggestions or tips are appreciated.

Snoop may actually be barking at the person, not the other dog. He wants to visit with that other dog reeeeeeeally bad, and that mean old person is pulling it away! Just a thought.... :)

I will toss my 2 cents in.
I hace come across this many times in my training. There are a few foctors that come into play here, some are from your dog and some are from you ( I am speaking in general terms). here is a link to an article i wrote that might give you some insight and suggestions about how to help this problem.
