Ok I've got a year old border collie/ german shepherd cross and he's crazy...I mean totally loopy! About 9/9:30 ish pm he'll just start barking and running around, he'll be VERY agressive and start nipping and biting for no reason. He seems to be scared of something but it's totally beyond me...

I guess I'm really lucky becuase our vet is very honest and has very honest pricing, but there is a male vet that works there and we refuse to see him becuase when my sister took 2 of her rats there to be given treatment for mites he was very very ruff with them. Good luck to your doggy though...

Tried a choke chain? We use a choke chain on Harley, it's a chain with 2 rings at teach end, you basicly put the chain through one ring so it makes a loop of chain (kinda like a lasoo sort of loop, where one bit moves easily to make the loop smaller or bigger), then put it over your dog's head...
