Hi there, I've had my Dachshund for nearly two years, and he still doesn't know to go to the washroom OUTSIDE. I've tried paper training him, he goes there sometimes, but not all the time. I'm pretty sure that he knows that he's SUPPOSED to go outside, but it's as if he just doesn't care...
