Electric Razor Shih Tzu

I am having some issues trimming the hair on my Shih Tzu. Everywhere I look and read, all the groomers say to trim with the grain of the hair, however, this is proving impossible, for some reason. I'm using a #1 guard with a 30 blade and I can't hardly seem to get any hair to come off, unless I go against the grain, which, of course, leaves lines. When I do catch patches, it gaps him. Especially for the really fine hair on his legs, the razor has no effect and when it does, it leaves gaps. I have tried multiple angles, speeds and pressure. It's like the hair just goes under the guard or it gets pushed out of the way. I am using an Andis AGC and the blade is brand new. Can anyone offer any advise?

I'm not an expert on dog grooming, but I do regularly help trim our 6 poodle mixes as well as multiple friends dogs. In my experience, when the blade isn't working it is caused by:
An old/cheap blade (since yours is new it shouldn't be the problem)
Plastic or poorly designed guards (clip on attachments have never worked for our dogs, we just use different blades for different lengths)
Tangled, thick or dirty coats (it doesn't even have to be badly tangled to catch)
A weak razor (small or cheap razors sometimes don't have the power to work, even on small dogs)

When we groom our dogs and it catches on their hair (some dogs have hair that catches easier than others) we sometimes have to just go for a closer cut and let it grow out over time again. Other times, we can use longer settings and it works, though it takes longer to groom since it can pull on their hair.
We've even trimmed with scissors first before running a razor over them to make it easier.

Wish I could help but have my groomed. God knows you are saving a lot of money doing it your way, however I will say this I have a ship tzu mix and she has the most hair of any dog I have ever had and it is thick, and slick. I would think difficult to cut. As stated above, probably need some of the best razors money can buy. Have you googled or tubed to see what they say? Good luck!
