thanks to the landlord my garden isn't anything it should be. He dug up the water line and tapped that clay hardpan smack on top. YOu can tell from the growth where they dumped the clay and where they didn't. I have used soil treatments to break up the clay, fertilizer, bags of cottonburr mulch and nothing has made much of a difference. It is such a shame. Blooms are forming on the plants in the unaffected areas, guess it is just a bust for this year.
