Breed guess

So my sister sent me an email asking what I thought her BIL's new dog was. The dog is 3 years old, about 15-20 lbs. Normally I like to think I'm fairly good, but I've got nothing. Nada. Zilch.

to me the coat and ears scream spitz of some sort, I want to go to finnish because of the colouring, but that could be from other breeds as well, but who knows what else, like my dad used to say "the ten toughest dogs in town" LOL.

I wanna say something Asian...like Chow or Shar-Pei. My first thought was like Pei x Pom .

I see Corgi in there somewhere. Not sure about what else though. Something similar in size with long fur?

I see Corgi, Spitz, Pom.... all sorts of things. If it helps, the story is she was rescued from a kill shelter on KY with puppies.
