Most of the money from Vick went to the CARE of the dogs during a long period while they were deciding their fate and to pay for the evaluations. Much of the rehabilitation was done by volinteers and rescues. Most of the dogs were fine . . . and from the pictures of the busts, many of these dogs are fine.
And yes, PETA wants them destroyed. Everytime this happens, they say things like "dangerous" and recommend they be destroyed. Considering PETAs own kill rate, that's a safe assumption. As for HSUS, even giving them the benefit of the doubt, they don't want to be bothered with saving the dogs . . . they want the dogfighters so they can make more money. Actually spending that money to save live animals would impeed buying more advertising . . . and harm their other mission to get pit bulls, and then other breeds, banned. Perhaps the best way to put this is that those two organizations have always called for a kill, arguing that to judges whenever there is a bust . . . HSUS does not seem to have changed their tune, despite their promises . . . and PETA never will change their tune. Its the animal welfare organizations, as always, saying that there's no telling how many can be saved and they all deserve a fair evaluation.
If you are serious about saving the dogs, you don't run around telling the public how "dangerous" and bad they are, how "most of them will fail". You just say that the tests need to be run, and you are hoping for the best.
