Write, call and visit your representives. Collect a lot of stats that support your view and be very professional. My sig has a great source of info and I have seen some other links on this forum.
Convince your rep to come to a dog show where there are a bunch of intact males that aren't killing anyone....licking, yes....Killing no.
Also try a petition of voter in your state or city.
